The area commonly referred to as the city swimming pool and all surrounding land is hereby declared to be a part of the park system of the city.

The park board shall adopt and amend annually the rules and regulations for the operation of the city swimming pool. Such rules and regulations shall be reduced to writing and no less than three copies shall be on file with the city clerk for inspection by the public at all reasonable hours. A copy of such rules and regulations shall also be kept by the manager of the city swimming pool.
